He also led the Council teams that worked on the Inwood Rezoning, the Borough-Based Jails plan that will lead to the closure of Rikers Island, as well as the development of legislation to require racial equity reports for certain land use applications.īefore his work at the Council, George served as the District Manager of Community Board 11 in East Harlem. Working with community stakeholders, he led a team that developed a neighborhood-based plan in East Harlem, which resulted in a neighborhood rezoning and important community investments. Prior to coming to HPD, George worked for the NYC Council’s Land Use Division where he advised and supported Council Members as they reviewed land use applications, including HPD-sponsored affordable housing projects. In addition to coordinating the myriad policy initiatives across HPD teams, serving as the primary liaison with City Hall, stakeholders, and other agencies, George leads HPD’s external affairs efforts, including both government affairs and communications. Ahmed came to the Administration from the Office of the Manhattan Borough President, first as Community Development Officer and then as Assistant Director of Land Use, Planning and Development, organizing and helping communities develop planning processes, managing various working groups focused on specific policy issues and helping to shape the Office’s positions on a range of discretionary land use projects. Before joining DOB, Ahmed was Senior Advisor for Housing, Economic Development, and Labor in the Mayor’s Office of Intergovernmental Affairs. Prior to joining HPD, Ahmed most recently served as Chief of Staff to the Commissioner for the NYC Department of Buildings (DOB). Prior to joining HPD, Carrión was the CEO and founder of Metro Futures LLC, a real estate development and consulting firm, whose focus is the development of affordable housing, mixed-use and economic development projects, and strategic planning in the New York City Metro Area. He also served as executive vice president of Stagg Group, a housing development and management firm, and senior advisor for Corporate Development to the CSA Group, the largest Hispanic-owned architecture and engineering firm in the U.S. Carrión also served as president of the National Association of Latino Elected Officials (NALEO), is an Aspen Institute Rodel Fellows alumnus, and has served on numerous boards for non-profit and government entities. His work as Borough President ushered in a new era of building and growth in the Bronx that increased investment in housing, schools, millions of square feet of commercial space, the new Yankee Stadium, and new businesses. Prior to his tenure in the federal government, Carrión served as Bronx Borough President and as a member of the New York City Council. Carrión’s work resulted in the establishment of a White House Urban Policy Working Group and the first interagency review in 30 years of federal government policy and funding in U.S. Department of Housing and Urban Development, deputy assistant to President Barack Obama, and director of the White House Office of Urban Affairs.
